    Overview

    Philosophy

    The Doctor of Philosophy in Political Science program intends to provide students with an opportunity to pursue advanced studies as well as engage in independent research in political science.

    Rationale

    Providing opportunities to students who wish to specialize and pursue academic careers in Political Science and Public Administration.

    Objective

    • Equipping students with appropriate skills and knowledge that can enable them to critically investigate and predict political events, both nationally and globally, and
    • Producing a pool of political scientists and public administrators that can contribute to the political and administrative development of their respective countries.
    1. The Common regulations for the degree of Doctor of Philosophy in all the faculties of the University of Nairobi shall apply.
    2. The following shall be eligible for admission
    3. A holder of a Masters degree from the University of Nairobi or any other institution recognized by the University of Nairobi senate; with a background in Political Science.
    4. In either case, the applicant must be able to produce evidence (concept note), to the satisfaction of Senate, of his/her relevant disciplinary background and capacity to carry out original research.

    DOCTOR OF PHILOSOPHY IN PUBLIC POLICY

      Overview

      Philosophy of the program

      The pogramme has been prepared collaboratively between the University of Nairobi and four other Universities in Africa namely, Ibadan, Botswana, Pretoria, and Ghana in partnership with Partnership for African Social and Governance Research (PASGR). 

      Doctor of Philosophy in Public Policy programme is expected to innovatively enhance interdisciplinary grounding in the practice of public policy and to deepen research competencies in the discipline. The programme also imparts knowledge and skills in communication and scholarly publishing as well as leadership in pedagogical practice for next generation academics, researchers and policy practitioners to enable them contribute to national, regional and global development.

      Rationale of the program

      There is great need for adequately prepared cadre of faculty and research leaders with competencies in research and public policy across various disciplines to contribute to the formulation of policies that catalyse economic development and social transformation.

       

      Objective

      A doctoral degree in public policy will facilitate the development of cross cutting competencies that enhance the capacity of graduates to address development challenges through the formulation, implementation and analysis of public policies.

      Admission Requirements 

      1. The Common regulations for the degree of Doctor of Philosophy in all the faculties of the University of Nairobi shall apply.
      2. The following shall be eligible for admission
      3. A holder of a Masters degree in any academic discipline from the University of Nairobi or any other institution recognized by the University of Nairobi  senate.
      4. In either case, the applicant must be able to produce evidence, to the satisfaction of Senate, of his/her relevant disciplinary background and capacity to carry out original research (concept paper).
      5. In addition to producing evidence of eligibility for registration, applicants for the Doctor of Philosophy in Public Policy degree shall be required to appear for interview by the department to determine their suitability and ranking for scholarship.

        Philosophy

        To enable students to acquire requisite knowledge and skills to improve their performance in public service and develop insights and skills needed to plan, formulate, execute policy, as well as to monitor and evaluate.

        Objectives

        • The programme has been developed in response to the increasing demand for an efficient, effective, accountable and representative public service in light of the fast changing economic, social and political environment in Kenya and in the international milieu

        • The common regulations for the Masters degree in the Faculty of Arts, University of Nairobi shall apply.
        • The following shall be eligible for admission into the Master in Public Administration.
        • A holders of a Bachelor degree of at least Upper Second Class (Honours) in any field from University of Nairobi or from an equivalent institution recognized by the University of Nairobi Senate.
        • A holders of a Bachelor degree with a Lower Second Class (Honours) or an equivalent qualification recognized by the University of Nairobi Senate with at least two years working experience.
        • A holders of a Bachelor degree with a pass or an equivalent qualification from the university of Nairobi or an equivalent institution recognized by the University of Nairobi Senate may be considered for admission if: (a) he/she has at least five years of relevant experience, or: (b) has a post-graduate diploma in a relevant field from an institution recognized by the senate

              NEW JOURNAL ARTICLE: WHISTLEBLOWING BEHAVIOURS AND ANTI-CORRUPTION APPROACHES IN PUBLIC ADMINISTRATION IN KENYA

              Abstract: This article demonstrates that whistleblowing often receives little attention in public administration due to ambivalence regarding administrative roles held by public administrators, the fluid scalar chain and horizontal linkages, and competitive and intricate public, organisational and private interests. Drawing on comparative analysis to elucidate the broader scope of anti-corruption reforms and whistleblowing in public administration, the article explores the influence of the administrative culture on the relationship between whistleblowing behaviours and implementation of anti-corruption reforms in public administration in Kenya. It illustrates how bureaucratic oversight mechanisms such as internal auditing procedures and ethical guidelines tend to underperform where administrative environments largely feature autocratic bureaucratic authority, parochial management styles and centralised decision-making processes. Despite the functional specialty of public institutions, these cultural composites potentially elicit administrative behaviours that generally make whistleblowing anti-organisational, anti-social and an outright illegality in public administration. The absence of whistleblowing legislation or weak whistleblowing laws exacerbate these conditions. Whistleblowing becomes even more complex at the local-state level as social networks and working groups tend to be strengthened by the collectivist associational culture in public administration. Consequently, non-performance of anti-corruption reforms were found to stem from the collective chastisement of whistleblowing practices in public organisations in Kenya. Furthermore, institutional deficits typical in local-state administration seemingly made it riskier for potential whistleblowers to come forth, mainly attendant to loose and inconsistent legislation on corruption. Therefore, to enhance whistleblowing, there is a need to insulate potential whistleblowers from legal retaliation, including cultural retaliations that come in forms of emotional and professional ‘attacks.
